Quit designing for screen resolution

At my job here, there is the very strong legacy thinking of design to a specific screen resolution. We'll pick a resolution (say 1024x768) and make that our minimum. Then we'll knock off some pixels for the dock on mac and the taskbar on windows. We'll knock off some pixels for the menu bars, and system chrome. Then we'll knock off a little extra just to be safe and design our applications around those parameters. It drives me crazy because:

a) It looks like crap at larger resolutions.
b) It just doesn't work at lower resolutions.
